And this sentence indicates that there is a permission from Allah, and the permission originally means the informing;
قَالَAllah saidاللَّهُAllahتَعَالَى:the Exalted:﴿﴿وَأَذَانُand there is an announcementمِنَfromاللَّهِAllahوَرَسُولِهِand His Messenger﴾﴾[التوبة[At-Tawbah:٣]؛3];أَيْ:that is:إِعْلَامٍinformingمِنْfromاللَّهِAllahوَرَسُولِهِ؛and His Messenger;فَمَعْنَىThus the meaning ofبِإِذْنِهِby His permission)؛);أَيْ:that is:إِعْلَامُهُHis informingبِأَنَّهُthat He isرَاضٍpleasedبِذَلِكَ.with that.
Allah the Exalted said: ﴿ And there is an announcement from Allah and His Messenger ﴾ [At-Tawbah: 3]; that is: informing from Allah and His Messenger; thus the meaning of (by His permission); that is: His informing that He is pleased with that.
وَهُنَاكَAnd there areشُرُوطٌconditionsأُخْرَىotherلِلشَّفَاعَةِfor intercessionمِنْهَا:among them:أَنَّthatيَكُونَit must beرَاضِيًاpleasedعَنْaboutالشَّافِعِthe intercessorوَعَنْand aboutالْمَشْفُوعِthe one for whom intercession is madeلَهُ ؛for him;قَالَAllah saidاللَّهُAllahتَعَالَى:the Exalted:﴿﴿وَلَاAnd they do notيَشْفَعُونَintercedeإِلَّاexceptلِمَنfor whomارْتَضَىHe is pleased[الْأَنْبِيَاءِ[Al-Anbiya:٢٨]،28];وَقَالَ:And He said:﴿﴿يَوْمَئِذٍOn that dayلَاthere will be noتَنْفَعُwill benefitالشَّفَاعَةُthe intercessionإِلَّاexceptمَنْfor whomأَذِنَHe allowsلَهُfor himالرَّحْمَـٰنُthe Most Mercifulوَرَضِيَand is pleasedلَمُwithقَوْلٍa statement﴾﴾[طه:[Ta-Ha:١٠٩] .109].
And there are other conditions for intercession, among them: that the intercessor and the one for whom intercession is made are both pleased; Allah said: ﴿ And they do not intercede except for whom He is pleased with ﴾ [Al-Anbiya: 28], and He said: ﴿ On that day, intercession will not benefit except for whom the Most Merciful allows and is pleased with a statement ﴾ [Ta-Ha: 109].

And there is a verse that encapsulates the three conditions: And how many angels in the heavens do not avail their intercession anything except that Allah allows whom He wills and is pleased [An-Najm: 26]; that is: He is pleased with the intercessor and the one for whom intercession is made; because the omission of the operative phrase indicates generality.

If a speaker says: what is the benefit of intercession if Allah the Exalted has already known that this one for whom intercession is made will be saved? The answer is: that Allah, Glory be to Him and Exalted be He, allows intercession to whomever intercedes out of honor that he attains the praised rank.
