Even the disbeliever, if you contemplate his state, you would find it indicative of the purity of Allah, the Exalted, from deficiency and flaw.وَأَمَّا التَّسْبِيحُ بِاللِّسَانِ الْمَقَالِ؛ فَيَعْنِي: أَنْ يَقُولَ : سُبْحَانَ اللَّهِ.And as for the glorification with the tongue of speech, it means to say: Glory be to Allah.وَقَوْلُهُ: ﴿ لَهُ الْمُلْكُ وَلَهُ الْحَمْدُ وَهُوَ عَلَى كُلِّ شَيْءٍ قَدِيرٌ :And His saying: "To Him belongs the dominion and to Him belongs all praise, and He is over all things competent:"هَذِهِ الصِّفَاتُ الْأَخِيرَةُ صِفَاتٌ ثُبُوتِيَّةٌ وَسَبَقَ ذِكْرُ مَعْنَاهَا،These last attributes are attributes of affirmation, and their meanings have been previously mentioned,لَكِن يُسَبِّحُ لِلَّهِ صِفَةٌ سَلْبِيَّةٌ؛ لِأَنَّ مَعْنَاهَا؛ تَنْزِيهُهُ عَمَّا لَا يَلِيقُ بِهِ. but the glorification of Allah is a negative attribute because its meaning is; His perfection from what is not suitable for Him.الْآيَةُ السَّابِعَةُ وَالثَّامِنَةُ : وَقَوْلُهُ : تَبَارَكَ الَّذِي نَزَّلَ الْفُرْقَانَ عَلَى عَبْدِهِThe seventh and eighth verse: And His saying: Blessed is He who sent down the Criterion upon His Servantلِيَكُونَ لِلْعَالَمِينَ نَذِيرًا * الَّذِي لَهُ مُلْكُ السَّمَاوَاتِ وَالْأَرْضِ وَلَمْ يَتَّخِذْ وَلَدًا وَلَمْ يَكُن لَّهُ شَرِيكٌ فِي الْمُلْكِ وَخَلَقَ كُلَّ شَيْءٍ فَقَدَّرَهُ تَقْدِيرًا)To be for the worlds a warner; who has the dominion of the heavens and the earth and took not a son and there was not for Him any partner in the dominion and created everything; then ordained it meticulously)تَبَارَكَ ؛ بِمَعْنَى تَعَالَى وَتَعَاظُمَ .Blessed is He; meaning exalted and glorified.* وَالَّذِي نَزَّلَ الْفُرْقَانَ عَلَى عَبْدِهِ : هُوَ اللَّهُ عَزَّ وَجَلَّ.And the one who sent down the Criterion upon His servant: it is Allah, the Mighty and Majestic.وَقَوْلُهُ : الْفُرْقَانَ ؛ يَعْنِي بِهِ الْقُرْآنَ؛ لِأَنَّهُ يُفَرِّقُ بَيْنَ الْحَقِّAnd His saying: "the Criterion"; refers to the Quran, because it distinguishes between truthوَالْبَاطِلِ، وَبَيْنَ الْمُسْلِمِ وَالْكَافِرِ وَبَيْنَ الْبِرِّ وَالْفَاجِرِ،and falsehood, between the believer and the disbeliever, and between the righteous and the wicked,
And the glorification with the tongue of state means: that the condition of everything in the heavens and the earth indicates the purity of Allah, the Exalted, from futility and deficiency. Even the disbeliever if you consider his state you would find it indicative of the pureness of Allah from deficiency and flaw.
