The revelation is stagnant with them, and what is with them is not accepted.
وَأَهْلُAnd the peopleٱلِٱتِّبَاعِof followingعِندَهُمْto themسُفَهَاءُ،are foolish,فَهُمْso theyفِيinخَلَوَاتِهِمْtheir private gatheringsوَمَجَالِسِهِمْand their councilsبِهِمْwith themيَتَطَيَّرُونَ.take evil omens.
And the followers are foolish to them; they take evil omens in their private gatherings and councils.

And when it is said to them, 'Believe as the people have believed,' they say, 'Should we believe as the fools have believed?' Indeed, it is they who are the foolish, but they do not know.

For each of them are two faces: one face they meet the believers with, and another face they turn with to their brethren among the atheists.
وَلَهُAnd he hasلِسَانَانِ:two tongues:أَحَدُهُمَاone of themيُقْبِلُacceptsبِظَاهِرِهِwith its outward appearanceٱلْمُسْلِمِينَ،the Muslims,وَٱلْآخَرُand the otherيُتَرْجِمُtranslatesبِهِwith itعَنْregardingسِرِّهِhis secretٱلْمَكْنُونِ.hidden.
And he has two tongues: one outwardly appeasing the Muslims, and the other expressing his hidden secret.

And when they meet those who believe, they say, 'We have believed.' But when they are alone with their evil companions, they say, 'Indeed, we are with you; we are only mockers.'

They have already turned away from the Book and the Sunnah in mockery of their people and in utter contempt.

And they refused to submit to the judgment of the two revelations, rejoicing in the knowledge they possess, which brings no benefit except an accumulation leading only to insolence and arrogance.
فَتَرَاهُمْSo you see themأَبَدًاalwaysبِٱلْمُتَمَسِّكِينَat those who hold fastبِصَرِيحِto the clearٱلرُّوحِrevelationيَسْتَهْزِئُونَ.mocking.
So you see them always mocking those who hold fast to the clear revelation.
ٱللَّٰهُAllahيَسْتَهْزِئُwill mockبِهِمْat themوَيَمُدُّهُمْand prolongs themفِيinطُغْيَانِهِمْtheir transgression,يَعْمَهُونَ.wandering blindly.
Allah mocks them and prolongs them in their transgression, while they wander blindly.
خَرَجُواThey set outفِيinطَلَبِpursuit ofٱلتِّجَارَةِtradeٱلْبَائِرَةِthat is bankruptفِيinبِحَارِthe seasٱلظُّلُمَاتِ.of darkness.
They set out in pursuit of a bankrupt trade within the seas of darkness.
فَٱرْكَبُواSo they embarkedمَرَاكِبَupon the shipsٱلشُّبَهَةِ،of doubt,وَٱلشَّكُوكُwhile doubtsتَجْرِيsurgedبِهِمْwith themفِيamidstمَوْجِthe wavesٱلْخَيَالَاتِ.of fantasies.
So they boarded the ships of doubt, while doubts tossed them about amidst the waves of fantasies.
فَلَعِبَتِAnd playedبِسُفُنِهِمْwith their shipsٱلرِّيحُthe windٱلْعَاصِفُ.tempestuous.
And the tempestuous wind played havoc with their ships.

So it cast them among the vessels of the doomed. Those are the ones who have purchased error at the price of guidance; thus, their trade brought no profit, nor were they guided.
