ٱللَّـهُGodفَقَالَThen he saidإِنَّthatمَاwhatيُفْسِدُruinsمِنْfromٱسْتِحْلَالٍpermissibilityٱلْمَحَارِمِthe prohibitionsوَانْتِهَابِand lootingٱلْأَمْوَالِthe wealthأَكْثَرُis moreمِمَّاthan whatيَصْلُحُis beneficialوَعَنْand aboutهَذَاthisقُلْنَاwe saidإِنَّthatٱلسُّلطَانَthe rulerإِذَاifكَانَwasجَائِرًاoppressiveفَإِنَّهُthen it isلَاnotيَجُوزُpermissibleأَنْtoيَخْرُجَgo outعَلَيْهِagainst himبِالسَّيْفِwith a swordلِمَاfor whatفِيهِin itمِنَfromٱلْفَسَادِcorruptionمِنْofسَفْكِthe spillingٱلدِّمَاءِof bloodوَانْتِهَابِand the lootingٱلْأَمْوَالِof wealthقَالَhe saidأَبُو حَنِيفَةَAbu Hanifaرَضِيَpleasedعَنْهُwith him(لَا(notيُضِرُّharmكَمhow muchجَوْرٍoppressionمِنْfromجَارٍoppressorوَلَاnorعَدْلٍjusticeمِنْfromعَدْلٍjusticeلَكُمْfor youأَجْرَكُمْyour rewardوَعَلَيْهِand upon himوِزْرَهُhis burdenقَالَhe saidهَذَاthisٱلْقَوْلُsayingيُفِيدُindicatesأَنَّthatٱلْأَمْرَthe commandبِٱلْمَعْرُوفِfor goodوَٱلنَّهْيَand the prohibitionعَنِfromٱلْمُنْكَرِthe unacceptableفِيinهَذَاthisٱلزَّمَانِtimeمُرْتَفِعٌis elevatedلِأَنَّbecauseٱلْأَمْرَcommandبِٱلْمَعْرُوفِfor goodوَٱلنَّهْيَand the prohibitionعَنِfromٱلْمُنْكَرِthe unacceptable

God. Then he said that what ruins from the permissibility of the prohibitions and looting of the wealth is more than what is beneficial. And about this we said that if the ruler is oppressive, then it is not permissible to go out against him with a sword due to the corruption of the spilling of blood and the looting of wealth. Abu Hanifa, may God be pleased with him, said (that it does not harm how much oppression from an oppressor or justice from a just man; your reward is for you and upon him is his burden). This saying indicates that the command for good and the prohibition of the unacceptable is elevated in this time because the command for good and the prohibition of the unacceptable in this time is only in this way, not in the way of fearing God Almighty.

ثُمَّThenذَكَرَhe mentionedبَعْدَafterهَذَاthisأَحْكَامَrulingsٱلْخَوَارِجِof the Kharijitesوَلَاand notنَحْتَاجُwe needإِلَيْهَاto itوَقَوْلُهُAnd his sayingفِيْمَنْabout whomقَالَhe saidلَاnoأَعْرِفُI knowٱلْكَافِرَthe disbelieverكَافِرًاas a disbelieverفَهُوَthen he isمِثْلُهُlike himلِأَنَّbecauseٱلْأَشْيَاءَthe thingsتُعْرَفُare knownبِأَضْدَادِهَاby their oppositesفَلَمَّاSo whenلَمْnotيُعْرَفْis knownٱلْكُفْرَdisbeliefلَمْnotيُعْرَفْis knownٱلْإِيمَانَfaithوَكَذَلِكَAnd similarlyلَوْifقَالَhe saysلَاnoأَدْرِيI knowأَيْنَwhereيَصِيرُhe becomesٱلْكَافِرَthe disbelieverفَإِنَّهُthen heيَكْفُرُdisbelievesلِأَنَّbecauseٱللَّـهُGodتَعَالَىThe Exaltedأَعْلَمَنَاhas informed usأَنَّthatمَصِيرَهُhis endإِلَىtoٱلنَّارِthe fireثُمَّThenبَعْدَafterهَذِهِthisٱلْمَسْأَلَةُissueٱلْاِسْتِثْنَاءُof the exceptionفِيinٱلْإِيمَانِfaithوَهِيَAnd it isبَيْنَنَاbetween usوَبَيْنَand betweenٱلشُّكَاكِيَّةِthe skepticsفَنَرُدُّWe respondعَلَيْهِمto themبِقَوْلِهِby His sayingتَعَالَىThe Exalted«"إِذْWhenقَالَHe saidلَهُto himرَبَّهُhis LordأَسْلِمْsubmitقَالَHe saidأَسْلَمْتُI submittedلِرَبِّto the Lordٱلْعَالَمِينَof the worlds::وَمَاAnd whatاسْتَثْنَىis exceptedوَقَالَAnd he saidخَبَرًاas newsعَنِfromٱلسَّحَرَةِthe sorcerers::«"آمَنَّاWe believeبِرَبِّin the Lordٱلْعَالَمِينَof the worlds»"مِنْwithoutغَيْرَother thanاسْتِثْنَاءٍthe exceptionوَقَالَAnd he saidتَعَالَىThe ExaltedأُولَـٰئكَThoseهُمْareٱلْمُؤْمِنُونَthe believersحَقًّاtruly::وَقَالَAnd he saidوَأُولَـٰئكَand thoseهُمْareٱلْكَافِرُونَthe disbelieversبَحْثٌDiscussionٱلْاِسْتِثْنَاءُof the exceptionبِٱلْإِيمَانِin faith۲۲22

Then he mentioned the rulings of the Kharijites, and we do not need to it. And his saying about whom he said: “I do not know the disbeliever as a disbeliever” then he is like him, because things are known by their opposites. So when disbelief is not known, faith is not known. And similarly, if he says: “I do not know where the disbeliever will become,” because he disbelieves, because God has informed us that his end is to the Fire. Then after this, there is the issue of the exception in faith, and it is between us and the skeptics. We respond to them by His saying, “When his Lord said to him, 'Submit,' he said, 'I have submitted to the Lord of the worlds,' and he is excepted. And he said as news about the sorcerers, 'We believe in the Lord of the worlds,’ without exception. And He, the Exalted, said, 'Those are the true believers,' and he said, 'And those are the disbelievers.' Discussion of the exception in faith.
