الخِنزِيرُthe pigمَنْقَطِعٌis prohibited؛لَأَنَّهُbecause itلَيْسَis notمِنْofبَهِيمَةٍthe beastالأَنْعَامِof livestock
The pig is prohibited; because it is not one of the livestock.
وَقَوْلُهُAnd His sayingوَغَيْرَand notيُحِلِّيmakes lawfulالصَّيْدِthe huntingوَأَنْتُمْwhile you areمُحْرِمٌin Ihram
And His saying: 'and not lawful for you to hunt while you are in Ihram' is also a separate exception; for hunting is not a part of the livestock.
وَقَوْلُهُAnd His sayingغَيْرَnotمُحِلِّيmaking lawfulالصَّيْدِthe hunting؛يَعْنِيmeansقَاتِلِيهِthose who kill itفِيinالإِحْرَامِIhram؛لَأَنَّbecauseالَّذِيthe one whoيَفْعَلُdoesالشَّيْءَthe thingيَصِيرُbecomesكَالمُحِلِّيas if lawfulلَهُfor it،وَالصَّيْدُand the hunting:هُوَisالْحَيَوَانُthe animalالْبَرِّيُّwildالْمُتَوَحِّشُferalالْمَأْكُولُthat is consumable،هَذَاthisهُوَisالصَّيْدُthe huntingالَّذِيwhichحُرِمَis forbiddenفِيinالإِحْرَامِIhram
And His saying 'not lawful for hunting' means those who kill it while in Ihram; because the one who does something becomes as if it is lawful for him, and hunting is the animal that is wild, that is consumable; this is the hunting which is forbidden in Ihram.
وَقَوْلُهُAnd His sayingهُوَisإِنَّIndeedاللَّهَAllahيَحْكُمُjudgesمَاwhateverيُرِيدُHe wills:هَذِهِThisالْإِرَادَةُwillشَرْعِيَّةٌis legislative؛لَأَنَّbecauseالْمَقَامَthe stanceمَقَامٍof legislateتَشْرِيعٍlegislation
And His saying: 'Indeed, Allah judges whatever He wills' is legislative will; because the position is one of legislation.
وَيَجُوزُAnd it is permissibleأَنْtoتَكُونَbeإِرَادَةٌa willشَرْعِيَّةٌlegislativeكَوْنِيَّةٌcosmic،وَنَحْمِلُand we carryالْحُكْمَthe rulingعَلَىonالْحُكْمَthe rulingالْكَوْنِيِّcosmicوَالشَّرْعِيِّand legislative؛فَمَاSo whateverأَرَادَهُHe willedكَوْنًاcosmically؛;حَكَمَHe ruledبِهِwith itوَأَوْقَعَهُand established it،وَمَاand whateverأَرَادَهُHe willedشَرْعًاlegally؛حَكَمَHe ruledبِهِwith itوَشَرَعَهُand legislated itلِعِبَادِهِfor His servants
And it is permissible that there exists a legislative will and cosmic will, and we base the ruling on both the cosmic and legislative; so whatever He willed cosmically, He ruled with it and established it, and whatever He willed legally, He ruled with it and legislated for His servants.
