It means, O believers, obey; and O disbelievers, believe; and O hypocrites, be sincere. I say that the author Abu Hanifa, may Allah be pleased with him, argued these three matters by saying: "O mankind, fear your Lord," and made piety a description of what each of them ought to do, as he explained in the text. The completion of this topic is elaborated in (the ability with explanation). The author Abu Hanifa, may Allah be pleased with him, said: "We affirm that ability is with the action, neither before the action nor after the action." I say: The commentator said that ability, power, and energy are synonymous when added to the servants. He said that if it were before the action, the servant would be independent of Allah, the Exalted, at the time of need, which contradicts the ruling of the text, for Allah the Exalted said: "And Allah is Self-sufficient, and you are the poor." If it were after the action, it would be impossible, for it is the occurrence of the action without its ability, and the energy of the creature is not present in the action unless the ability from Allah, the Exalted, accompanies it. I say: The people of truth, may Allah support them, say that the servant is capable by the action of himself at the time of the action with his ability. So when he brings forth effort, intention, and purpose.
