Seek forgiveness for them or do not seek forgiveness for them. If you seek forgiveness for them seventy times, Allah will not forgive them.

[التوبة[At-Tawbah::٨٠]80]فَلَمْSo he did notيَكُنْbeيُصَلِّيprayعَلَيَهُمْupon themوَلَاand notيَسْتَغْفِرْseek forgivenessلَهُمْ،for them, وَلَكِنbutدِمَاؤَهُمْtheir bloodوَأَمْوَالَهُمْand their wealthمَعْصُومَةٌprotectedلَاnotيَسْتَحِلُّis permissibleمِنْهُمْfrom themمَاwhatيَسْتَحِلُّهُhe permitsمِنَfromالْكُفَّارِthe disbelieversالَّذِينَwhoلَاnotيُظَاهِرُونَmanifestأَنَّهُمْthat theyمُؤْمِنُونَ،are believers,بَلْratherيُظَاهِرُونَthey manifestالْكُفْرَdisbeliefدُونَwithoutالإِيمَانِ،faith,

So he did not pray for them or seek forgiveness for them, but their blood and their wealth are protected; nothing is permissible from them that is permissible from the disbelievers who do not show that they are believers, rather they show disbelief without faith.

فَإِنَّهُIndeed, heقَالَsaid:أُمِرْتُI was commandedأَنْtoأُقَاتِلَfightالنَّاسَthe peopleحَتَّىuntilيَشْهَدُواthey testifyأَنَّthatلَاthere is noإِلَهَgodإِلَّاexceptاللَّهَAllahوَأَنَّيand that Iرَسُولُam a messengerاللَّهِ،of Allah.فَإِذَاSo ifقَالُوهَاthey say itعَصَمُواthey are protectedمِنِّيfrom meدِمَاؤَهُمْtheir bloodوَأَمْوَالَهُمْand their wealthإِلَّاexceptبِحَقِّهَا،by its right,وَحِسَابُهُمْand their accountعَلَىuponاللَّهِAllah

Indeed, he said: 'I was commanded to fight the people until they testify that there is no god but Allah and that I am the messenger of Allah. So if they say it, their blood and their wealth are protected from me except by its right, and their account is upon Allah.'

وَلَمَّاAnd whenقَالَhe saidلِأُسَامَةَto Osamaابْنَson ofزَيْدٍZayd:«أَقَتَلْتَهُ'Did you kill himبَعْدَمَاafterقَالَhe said:لَاnoإِلَهَgodإِلَّاexceptاللَّهَ؟Allah?"قَالَ،He said,إِنَّمَاIndeed,قَالَهَاhe said itتَعَوُّذًا،as a protection,قَالَ:he said:'هَلَّاWhy don'tشَقَقْتَyou splitعَنْaboutقَلْبِهِ؟»his heart?'وَقَالَ:And he said:«إِنِّي'Indeed, Iلَمْwas notأُؤْمَرcommandedأَنْtoأَنْقُبone to investigateعَنْaboutقُلُوبِthe heartsالنَّاسِof the peopleوَلَاand notأَشُقَّto split openبُطُونَهُمْ»their bellies.'(۲)(2)

And when he said to Osama ibn Zayd: 'Did you kill him after he said, "There is no god but Allah?" He said, "Indeed, he said it as a protection," He said: "Why didn't you split open his heart?" And he said: "Indeed, I was not commanded to investigate the hearts of the people nor to split their bellies.'
