وَقَالَAnd saidأَبُوAbuسُلَيْمَانSulaimanالْخَطَّابِيAl-Khattabi::مَاWhatأَكْثَرَmoreمَاthatيَغْلِطُmistakeالنَّاسُthe peopleفِيinهَذِهِthisالْمَسْأَلَةِissue،,فَأَمَّاAs forالزُّهْرِيAl-Zuhriفَقَالَhe said::الإِسْلَامُIslamالْكَلِمَةُthe wordوandالإِيمَانُfaithالْعَمَلُthe actionوَاحْتَجَّAnd he arguedبِالْآيَةِby the verse،,وَذَهَبَAnd some wentغَيْرُهُother than himإِلَىtoأَنْthatالإِسْلَامَIslamوَالْإِيمَانَand faithشَيْءٌsomethingواحِدٌone،,فَاحْتَجَّSo he arguedبِقَوْلِهِby his saying::﴿[ فَأَخْرَجْنَاSo we brought outمَنْthose whoكَانَwereفِيهَاin itمِنَfrom theالْمُؤْمِنِينَbelieversمَاwhatوَحَدْنَاWe foundفِيهَاin itغَيْرَexceptبَيْتٍa houseمِّنَofالْمُسْلِمِينَMuslims] قَالَsaidالْخَطَّابِيAl-Khattabi::وَقَدْAnd indeedتَكَلَّمَspokeرَجُلَانِtwo menمِنْfromأَهْلِthe people ofالْعِلْمِknowledgeوَصَارَand becameكُلُّeachواحِدٌoneمِنْهُمَاof themإِلَىtoقَوْلٍa sayingمِنْofهَذَيْنِthese two،,وَرَدَّand refutedالآخَرَthe otherمِنْهُمَاof themعَلَىtoالْمُتَقَدِّمِthe former،,وَصَنَّفَand authoredعَلَيْهِon itكِتَاباًa bookيَبْلُغُamountingعَدَدَthe number ofأَوْرَاقِهِits pagesالْمِئَتَيْنِtwo hundred،,قَالَsaidالْخَطَّابِيAl-Khattabi::وَالصَّحِيحُand the correctمِنْfromذَٰلِكَthatأَنْthatيُقَيَّدَis restrictedالْكَلَامُthe speechفِيinهَذَاthis،,وَلَاand notيُطْلَقُbe unrestricted،,وَذَٰلِكَand this isأَنْthatالْمُسْلِمُthe Muslimقَدْmayيَكُونَbeمُؤْمِناًa believerفِيinبَعْضِsomeالأَحْوَالِcasesوَلَاand notيَكُونَbeمُؤْمِناًa believerفِيinبَعْضِهَاsome of them،,وَالْمُؤْمِنُand the believerمُسْلِمٌis Muslimفِيinجَمِيعِallالأَحْوَالِcases،,فَكُلُّso everyمُؤْمِنٌbelieverمُسْلِمٌis a Muslim،,وَلَيْسَand notكُلُّeveryمُسْلِمٍMuslimمُؤْمِناًa believer،,وَإِذَاAnd ifحَمَلْتَyou carriedالأَمْرَthe matterعَلَىon this,,اسْتَقَامَit will be rightلَكَfor youتَأْوِيلَinterpretationالْأٓيَاتِof the versesوَاعْتَدَلَand it will be balancedالْقَوْلُthe sayingفِيَهَاin it،,وَلَمْand notيَخْتَلِفْdifferentشَيْءٌanythingمِنْهَاof it.

And Abu Sulaiman Al-Khattabi said: What a lot people err in this issue. As for Al-Zuhri, he said: Islam is the word and faith is the action, and he cited the verse. Some others held that Islam and faith are one thing and argued by his saying: 'So we brought out those who were in it from the believers; we did not find in it except a house of Muslims.' Al-Khattabi said: Two men from the people of knowledge spoke, and each of them went to a saying among these two. The other one of them refuted the former, and he authored a book on it that amounts to two hundred pages. Al-Khattabi said: The correct thing is that the speech on this should be restricted, not unrestricted. This is because a Muslim may be a believer in some cases and may not be in others, while a believer is always a Muslim. So every believer is a Muslim, but not every Muslim is a believer. If you take the matter this way, the interpretation of the verses will become clear and the saying will be balanced in it, and nothing of it will differ.

قُلْتُI said::الرَّجُلَانِThe two menالَّذَانِwhoأَشَارَindicatedإِلَيْهِمَاto themالْخَطَّابِيAl-Khattabi،,أَظُنُّI believeأَحَدُهُمَاone of themوَهُوَand he isالسَّابِقُthe earlier،,مُحَمَّدٌMuhammadابْنُson ofنَصْرٍNasr،,فَإِنَّهُfor heالَّذِيthe oneعَلِمْتُهُI knew himبَسَطَelaboratedالْكَلَامَthe speechفِيinأَنْthatالإِسْلَامَIslamوَالإِيمَانَand faithشَيْءٌis one thingواحِدٌoneمِنْofأَهْلِthe people ofالسُّنَّةِSunnahوَالْحَدِيثِand Hadith،,وَمَاand I do not knowعَلِمْتُI have knowledgeلِغَيْرِهِof anyone elseقَبْلَهُpreceding himبَسْطاًelaborationفِيinهَذَاthis،,وَالْآخَرُand the otherالَّذِيwhoرَدَّrefutedعَلَيْهِagainst himأَظُنُّهُI think it is... I said: The two men who Al-Khattabi indicated, I believe one of them is the earlier one, Muhammad son of Nasr, for he is the one I knew elaborated the speech on that Islam and faith are one thing among the people of Sunnah and Hadith, and I do not know of anyone else preceding him who elaborated on this; and the other one who replied to him I think is...
