وأَخْبَرَAnd he informedأَنَّهُthat heلَمْdid notيُحَرِّمْprohibitعَلَيْهِمْupon themإِلَّاexceptمَاwhatذَكَرَهُhe mentionedفَمَاso whatسِوَاهُother than itلَمْwas notيَكُنْbeمُحَرَّمًاprohibitedعَلَىonالْمُؤْمِنِينَthe believers,,وَمَعَAnd withهَذَاthis,,فَلَمْit was notيَكُنْbeأَحَلَّهُmade lawfulبِخِطَابِهِby his speech,,بَلْbutكَانَwasعَفْوًاan exemptionكَمَاasفِيinالْحَدِيثِthe narrationعَنْaboutسَلْمَانَSalmānمَوْقُوفًاstoppedوَمَرْفُوعًاelevated::الْحَلَالُThe lawfulمَاwhatأَحَلَّهُHe made lawfulاللَّهُAllahفِيinكِتَابِهِHis Bookوَالْحَرَامُand the unlawfulمَاwhatحَرَّمَهُHe prohibitedاللَّهُAllahفِيinكِتَابِهِHis Book,,وَمَاand whatسَكَتَHe remained silentعَنْهُabout itفَهُوَisمِمَّاof that whichعَفَاHe exemptedعَنْهُabout it
And he informed that he did not prohibit upon them except what he mentioned, and what else was not prohibited on the believers. And with this, it was not made lawful by his speech, but rather it was an exemption, as in the narration about Salman, which is both stopped and elevated: The lawful is what Allah made lawful in His Book, and the unlawful is what Allah prohibited in His Book, and that which He remained silent about is of that which He exempted.

وَفِيAnd inحَدِيثِthe narrationأَبِيof AbuثَعْلَبَةَTha’labahعَنْaboutالنَّبِيِّthe Prophet ﷺ: إِنَّIndeedاللَّهَAllahفَرَضَhas ordainedفَرَائِضَobligationsفَلَاso do notتُضَيِّعُوهَاwaste them،,وَحَدَّand has definedحُدُودًاlimitsفَلَاso do notتَعْتَدُواtransgress them,,وَحَرَّمَand has prohibitedحُرُمَاتٍsacred mattersفَلَاso do notتَنْتَهِكُوهَاviolate them,,وَسَكَتَand remained silentعَنْaboutرَحْمَةٍmercyلَكُمْfor youغَيْرَother thanنِسْيَانٍforgettingفَلَاso do notتَبْحَثُواseekعَنْهَاabout it
And in the narration of Abu Tha’labah about the Prophet ﷺ: 'Indeed, Allah has ordained obligations, so do not waste them, and has defined limits, so do not transgress them, and has prohibited sacred matters, so do not violate them, and He remained silent about mercy for you other than forgetting, so do not seek about it.'
وَكَمَاAnd likewiseقَوْلُهُHis sayingتَعَالَىthe Most High::قُلْSayلَاnotأَجِدُI findفِيinمَاwhatأُوحِيَwas revealedإِلَىtoمُحَرَّمًا(as prohibited)عَلَىuponطَاعِمٍfoodيَطْعَمُهُhe eats itإِلَّاexceptأَنْthatيَكُونَit isمَيْتَةًa carcass..
And likewise, His saying, the Most High: 'Say, I do not find in what was revealed to me anything prohibited upon a food that one eats, except that it is a carcass.'
نَفَىHe negatedالتَّحْرِيمَthe prohibitionعَنْaboutغَيْرِother thanالْمَذْكُورِthe mentioned,,فَيَكُونُthen it isالْبَاقِيthe remainingمَسْكُوتًاsilentعَنْaboutتَحْرِيمِهِits prohibitionعَفْوًاas an exemption,,وَالتَّحْلِيلُand the lawful
He negated the prohibition about other than the mentioned, so the remaining is silent about its prohibition as an exemption, and the lawful can only be declared by a speech.
إِنَّمَاIndeedيَكُونُisبِخِطَابٍby a speech,,وَلِهَذَاand for this reasonقَالَHe saidفِيinسُورَةِthe chapterالمَّائِدَةِAl-Maidahالَّتِيwhichأُنزِلَتwas revealedبَعْدَafterهَذَاthis::يَسْتَلُونَكَThey ask youمَاذَاwhatأُحِلَّhas been made lawfulلَمْtoقُلْSayأُحِلَّIt has been made lawfulلَكُمُfor youالطَّيِّبَاتُthe good thingsوَمَاand whatعَلِمْتُمyou knowمِّنَofالْجَوَارِحِthe wild beastsمُكَلَّبِينَtrainedتُعَامُونَهُنَّyou deal with themبِمَاwith whatعَلَّمَكُمُHe taught youاللَّهُAllahفَكُلُواso eatمِمَّاfrom whatأَمْسَكْنَthey have caught for youعَلَيْكُمْupon youوَاذْكُرُواand mentionاسْمَthe nameاللَّهِof Allahعَلَيْهِupon it,,وَاتَّقُواand fearاللَّهَAllahإِنَّIndeedاللَّهَAllahسَرِيعُis swiftالْحِسَابِin accountingالْيَوْمَTodayأُحِلَّhas been made lawfulلَكُمُfor youالطَّيِّبَاتُthe good things,,وَطَعَامُand foodالَّذِينَof those whoأُوتُواwere givenاtheكِتَابَScripturesحِلٌّis lawfulلَكُمْfor youوَطَعَامُكُمْand your foodحِلٌّis lawfulلَهُمْfor them.
And for this reason, He said in the chapter Al-Maidah which was revealed after this: 'They ask you what has been made lawful, say: It has been made lawful for you are the good things, and what you know of the wild beasts that you have trained, you may eat from what they have caught for you, and mention the name of Allah upon it, and fear Allah. Indeed, Allah is swift in accounting. Today, the good things have been made lawful for you, and the food of those who were given the Scriptures is lawful for you, and your food is lawful for them.'
فَفِيSo on that dayذَلِكَthatالْيَوْمِdayأُحِلَّmade lawfulلَهُمُfor themالطَّيِّبَاتُthe good things،,وَقَبْلَand prior to thisهَذَاthisلَمْnotيَكُنْbeمُحَرَّمًاprohibitedعَلَيْهِمْupon themإِلَّاexceptمَاwhatاسْتَثْنَاهُhe excluded
So on that day, the good things have been made lawful for them, and prior to this, this was not prohibited for them except for what he had excluded.
