مُوسَىMosesإنِّيIndeed Iاصطَفيتُكَchosen youعَلىaboveالنَّاسِthe peopleبِرِسَالَاتِيwith My messagesوَبِكلامِيand with My speech

Moses, indeed I have chosen you above the people with My messages and with My speech.

أَيthat isبِتَكَليمِيwith My speakingلَكَto youبِإِجْمَاعِby consensusالسَّلَفِthe predecessors

That is with My speaking to you, confirmed by the consensus of the predecessors.

وَقَدْAnd indeedأَخْبَرَHe informedسُبْحَانَهُExalted is HeفِيinكِتَابِهِHis Bookأَنَّهُthat Heنَادَاهُcalled himوَنَاجَاهُand spoke to himفَالِنِّدَاءُSo callingمِنْis fromبُعْدٍfar awayوَالنَّجَاءُand speakingمِنْis fromقُرْبٍnear

And indeed He informed, exalted is He, in His Book that He called him and spoke to him; so calling is from afar and speaking is from near.

تَقُولُThe Arabs sayإِذَاwhenكَبُرَتْthe circle (or group)الحَلْقَةُthe ringفَهُوَit isنِدَاءٌa callingأَوْorنَجَاءٌspeaking

The Arabs say: when the circle is large, it is a calling or speaking.

وَقَالَAnd saidلَهُto himأَبُوهُhis fatherآدَمُAdamفِيinمُحَاجَّتِهِhis argumentأَنْتَYou areمُوسَىMosesالَّذِيwhomاصْطَفَاكَchose youاللَّهُGodبِكَلَامِهِwith His speechوَخَطَّand wroteلَكَfor youالتَّوْرَاةَthe Torahبِيَدِهِwith His hand

And his father Adam said in his argument: 'You are Moses, whom God chose with His speech, and wrote the Torah for you with His hand.'

وَكُمْAnd likewiseيَقُولُsayلَهُto himأَهْلُthe peopleالمَوْقِفِof the stanceإِذَاwhenطَلَبُواthey requestمِنْهُfrom himالشَّفَاعَةَthe intercessionإِلَىtoرَبِّهِمْhis Lord

And likewise the people of the stance say to him when they request intercession from him to his Lord.

وَكذلكAnd likewiseفِيinحَدِيثِthe hadithالإِسْرَاءِof the Night Journeyفِيinرُؤْيَةِthe visionمُوسَىMosesفِيinالسَّمَاءِthe skyالسَّادِسَةِthe sixthأَوْorالسَّابِعَةِthe seventhعَلَىaccording toاختِلَافِthe differenceالرِّوَايَةِof the narration.

And likewise in the hadith of the Night Journey regarding the vision of Moses in the sixth sky or the seventh, according to the difference of the narration.

قَالَHe saidهَذَاThisبِتَفْضِيلِهِis due to His preferenceبِكَلَامِwith speechاللَّهof God.

He said: 'This is due to His preference with the speech of God.'

وَلَوْAnd ifكَانَit wereالتَّكْلِيمُthe speakingالَّذِيthat whichحَصَلَoccurredلَهُto himمِنْofجِنْسٍthe kindمَاwhatحَصَلَoccurredلِغَيْرِهِto othersمِنْofالْأَنْبِيَاءِthe prophetsلَمْnotيَكُنْwasلِهَذَاfor thisالتَّخْصِيصُspecificationبِهِto himفِيinهَذِهِtheseالأَحَادِيثِhadithsمَعْنَىmeaning.

And if the speaking which occurred to him were of the same kind as that which occurred to others of the prophets, there would be no specification of him in these hadiths.

وَلَاNorكَانَwasيُسَمَّىcalledكَلِيمَthe speakerالرَّحْمَـٰنِof the Most Merciful.

And he would not have been called the speaker of the Most Merciful.

وَقَالَAnd saidتَعَالَىthe Most Highوَمَاand whatكَانَwasلِبَشَرٍfor a humanأَنْtoيُكَلِّمَهُspeak to himاللَّهُGodإِلَّاexceptوَحْيًاby revelationأَوْorمِنْfromوَرَاءِbehindحِجَابٍa veilأَوْorيُرْسِلَHe sendsرَسُولاa messengerفَيُوحِيthen He revealsبِإِذْنِهِby His permissionمَاwhatيَشَاءُHe wills.

And the Most High said: 'And what was for a human to speak to God except by revelation, or from behind a veil, or He sends a messenger and he reveals by His permission what He wills.'

فَفَرَّقَAnd He distinguishedبَيْنَbetweenتَكْلِيمِspeakingالوَحْيِthe revelationوَالتَّكْلِيمِand the speakingبِإِرْسَالِby sendingالرَّسُولِthe messengerوَالتَّكْلِيمِand speakingمِنْfromوَرَاءِbehindحِجَابٍthe veil.

And He distinguished between the speaking of revelation, the speaking by sending the messenger, and speaking from behind the veil.

الْمَرْتَبَةُThe levelالثَّانِيَةُsecondمَرْتَبَةُlevelالوَحْيِis the revelationالْمُخْتَصَّةُspecificبِالْأَنْبِيَاءِto the prophets.

The second level is the revelation specific to the prophets.

قَالَHe saidاللَّهُGodتَعَالَىthe Most HighإِنَّاIndeed Weأَوْحَيْنَاrevealedإِلَيْكَto youكَماasأَوْحَيْنَاWe revealedإِلَىtoنُوحٍNoahوَالْأَنْبِيَاءِand the prophetsمِنْfromبَعْدِهِafter him.

God, the Most High, said: 'Indeed We have revealed to you as We revealed to Noah and the prophets after him.'

وَقَالَAnd saidوَمَاand whatكَانَwasلِبَشَرٍfor a humanأَنْtoيُكَلِّمَهُspeak to himاللَّهُGodإِلَّاexceptوَحْيًاby revelationأَوْorمِنْfromوَرَاءِbehindحِجَابٍa veil.

And said: 'And what was for a human to speak to God except by revelation or from behind a veil.'

الْآيَةُthe verseفَجَعَلَSo He madeالوَحْيَthe revelationفِيinهَذِهِthisالْآيَةِverseقِسْمًاa partمِنْofأَقْسَامِthe categoriesالتَّكْلِيمِof speaking.

So He made the revelation in this verse a part of the categories of speaking.

وَجَعَلَهُAnd He made itفِيinآيَةِthe verseالنِّسَاءِof the Womenقَسِيمًاa counterpartلِلْتَّكْلِيمِto the speaking.

And He made it in the verse of the Women a counterpart to speaking.

وَذَٰلِكَAnd thatبِاعْتِبَارَيْنِis in two considerations.فَإِنَّهُIndeed itقَسِيمٌis a counterpartلِلْتَّكْلِيمِto the speakingالْخَاصِّspecificالَّذِيwhichهُوَisبِلَاwithoutوَاسِطَةٍintermediaryوَقِسْمٌand partمِنْofالتَّكْلِيمِspeakingالْعَامِّthe generalالَّذِيwhichهُوَisإِيصَالًاthe conveyingلِلْمَعْنَىٰof the meaningبِطُرُقٍby meansمُتَعَدِّدَةٍmultiple.

And that is in two considerations. Indeed, it is a counterpart to the specific speaking which is without intermediary, and a part of the general speaking which is the conveying of meaning by multiple means.
