As for the windmill,

فَهِيَit isمَنْذُورَةٌdedicatedلِلْفَشَلِto failure

it is dedicated to failure,

وَهُمْand theyجَالِسُونَare sittingفِيinخَمَارَتِهِمtheir tavern

and they are sitting in their tavern,

كَانُواthey wereيُقَدِّمُونَpresentingلِبَعْضِهِمْto each otherالدَّلِيلَthe evidenceوَهُمْand theyيَرْتَكِزُونَleaningعَلَىonبَعْضٍsomeالتَّصَامِيمِdesignsعَلَى أَنَّthatالطَّاحُونَةَthe millسَتَنْهَارُwill collapseحَتْمًاinevitablyأَوْorأَنَّهَاthat itلَنْwill notتَعْمَلَworkفِيinأَحْسَنِbestالْحَالاتِcases

And thus they call it today the 'Animal Farm', without claiming that it was called the 'Palace Farm'.
