But here is for emphasis on the negation.

And see how the expression differed.

﴿(بَلْButيَدَاهُHis two handsمَبْسُوطَتَانِare spread out;,لِأَنَّbecauseالْمَقَامَthe statusمَقَامٌpositionتَمْدَحُis praisedبِالْكَرَمِfor generosityوَالْعَطَاءِand givingبِالْيَدَيْنِwith two handsأَكْمَلُis more completeمِنْthanالْعَطَاءِthe givingبِالْيَدِwith one hand

But His two hands are spread out; because the status is one of praise for generosity, and giving with two hands is more complete than giving with one hand.

And are spread out: the opposite of their saying 'are bound'; for the two hands of Allah, Exalted, are spread out wide in giving: as the Prophet (peace be upon him) said.

يَدُThe handاللَّهِof Allahمَلْأَىis fullسَحَاءٌis generous((generousكَثِيرَةٌabundantالْعَطَاءِ)giving)

The hand of Allah is full, generous (abundantly giving).

Did you see what He spent since He created the heavens and the earth; indeed, it does not diminish what is in His right hand.

مَاWhatأَنْفَقَHe spentاللَّهُAllahمُنْذُsinceخَلَقَcreatedالسَّمَاوَاتِthe heavensوَالْأَرْضِ؟and the earth?!

That, and with it, does not diminish what is in His right hand.

And this is like His saying, the Exalted, in the Qudsi Hadith: "My servants! If your first and your last, and your humans and your jinn stood in one gathering place, and asked Me, and I gave each human his request; that would not decrease from what I have except as the needle diminishes if dipped in the sea."

And let us observe the needle that is dipped in the sea; when you pull it out, it does not diminish.
